Twenty-two-year City of Dayton employee Dave Elkins was honored with a reception last week upon the occasion of his retirement. Elkins beat out 119 other applicants in 1997 for a job on the city garbage detail, and wrapped up his career as one of the City's valued Public Works employees. "It was good working hear," Elkins said. "I had the best job in the City." Public Works Director Jim Costello said "He will be missed badly." From left: David Sweetwood, A.J.
