William "Bill" Rising changed his address to Heaven on October 20, 2023, two days after his 82nd birthday. He was greeted at Heaven's gate by his parents, Donald and Jesse, his brother Jerome, and his best friend Bob Cutright.

Bill Rising
Bill was born in Los Angles, Calif., and graduated high school in 1959. He then enlisted in the Navy and served in Vietnam. After serving his country, he went to work for North American Aviation and then worked for Rockadine. In 1963 he went to work for Southern Calif. Edison. In 1973 his good friend Bob lured him to Dayton, Wash. where he went to work for Bonneville Power in Pasco, Wash, where he was a chief operator.
In 1965 he married Sandra Ulmer and three children came from that marriage whom he is survived by, Kimberly (Scott), Donald (Micaela), Scott (Maki), six grandchildren and one great grandson. Bill and Sandra were divorced in 1991.
In 2009 Bill met Anna and they were married in 2010. Bill moved to Spokane and then they moved to Lewiston, Idaho.
Bill enjoyed riding Harleys and taking his 1937 Ford Coupe to car shows.
At his request there will be no service.
Rest in Peace dear one until we meet again.
