Council tables decision on tax increase

DAYTON–A number of action items were tabled until further information can be obtained, the City Council determined at its November 13 meeting.
A special meeting was set for November 20 to review and receive public comment on the Final 2020 Preliminary Budget, to consider a contract with a consultant about Main Street trees, and to consider adoption of revisions to Title 11-Zoning and a resolution regarding Property Tax Revenue.
At the November 13 meeting, the Council tabled adoption of Resolution 1397, which would authorize Property Tax Revenue sources including a 1% increase in property taxes in the 2020 budget. County Assessor Chris Mills will be present to clarify any questions the public might have at the meeting November 20.
The Council also tabled four action items while further information is gathered. The items were adoption of the Comprehensive Plan, amendments to docketing provisions within Title 10 of the Dayton Municipal Code (DMC) in conjunction with the Comprehensive Plan Update, zoning amendments to Title 11 of the DMC, and a resolution declaring intent to adopt legislation to authorize a sales and use tax for affordable and supportive housing per Substitute House Bill 1406.
Councilman Dain Nysoe presented clarifying ordinance language which pertains to fireworks. The ordinance requires that only consumer fireworks can be used and there will be certain days and timeframes in which they can be used. Another clarification is the restriction of discharging fireworks at the curb on 4th Street or Main Street. Discussion indicated the importance of cleanup.
A previous semi parking issue on 4th Street is now resolved, discussion indicated. The City Council is discussing the feasibility of establishing an area for semi-tractor trailer parking.
Shawn Brown is seeking a street light at 1114 S. 3rd, to combat instances of theft and vagrancy. He asked if the light was purchased and installed, would the City pay for the power.

Dave Elkins retired and Robert John will be his replacement.
City Planner Megan Bailey talked about the grant that had been applied for Affordable housing and that, Walla Walla will be the lead agency. Councilman Nysoe was appointed to the Affordable Housing Commission.
